MANILA, Philippines — The Metropolitan Manila Development Authority (MMDA) has launched a new online platform that enables motorists to verify if they have traffic violations under the No Contact Apprehension Policy (NCAP). The platform, dubbed “May Huli Ka”, aims to streamline the process of traffic enforcement through a secure and accessible website.
According to MMDA Chair Don Artes, the site allows vehicle owners to check for recorded violations using their license plate or conduction number, along with their motor vehicle (MV) file number. This added requirement, he explained, is a privacy safeguard absent in the previous version of the tool.
“Before, you only needed a plate number, which exposed vehicle data to anyone who had it. With the new version, the MV file number ensures that only the vehicle owner can access that information,” Artes stated during a press briefing.
The “May Huli Ka” website is accessible across multiple devices, including smartphones, tablets, and computers. Upon entering the required information, the system will display any violations linked to the vehicle. However, Artes cautioned users to ensure that the data they input is accurate, as incorrect entries may return a “No Record Found” result.
He also clarified that a “No Record Found” message does not guarantee that a motorist has no infractions, as the system only reflects violations recorded through NCAP.
Upcoming Mobile App and System Enhancements
In addition to the website, MMDA also revealed plans to expand the platform through a dedicated mobile application, expected to launch within the next one to two months. The app will introduce new functionalities such as user accounts, enabling motorists to view violations, watch video evidence, and manage multiple vehicles under a single profile.
The mobile app will also benefit fleet operators, such as public utility vehicle (PUV) companies, by allowing them to monitor and manage their entire fleet in one place. Moreover, the app will include a built-in feature to contest traffic violations, simplifying the appeals process for users.
Artes added that real-time SMS and email notifications will be integrated into the platform, ensuring motorists are informed promptly when a violation is recorded.
The “May Huli Ka” initiative reflects the MMDA’s ongoing efforts to modernize traffic management while prioritizing data security and user convenience.
